TC1/TMI1
This combo course addresses the skills and knowledge for personnel responsible for traffic management on a site to implement a work zone traffic management plan in the immediate vicinity of a workplace. The course also addresses the skills and knowledge for those responsible for stopping and starting traffic in temporary traffic management using a stop slow bat or boom gate.
Target Audience
Course requirements:
Learners are required to:- Be 18 years of age or over
- Have Language‚ Literacy and Numeracy (LLN) skills to ACSF level 2 or above
- Bring your own PPE (including steel capped boots, long pants and high visibility shirt/ vest/ jacket).
- Provide 100 points Evidence of Indentity (EOI) - you are required to bring original ID documents on the training day (click here to see EOI requirements in your State).
- You'll not be allowed to participate in the training if you do not bring the IDs.
If you are keen to work as a Traffic Controller in NSW it is also highly recommended that you have a White Card and hold a provisional or open drivers licence as you will be required to travel to work sites and may be required to drive work vehicles.
Learning Outcomes
- Identify safety implications of traffic control at road works and personal responsibilities
- Set up, monitor and close down traffic control devices according to a nominated TGS/TMP, to WHS and legislative requirements
- Operate a two-way radio correctly and effectively
- Check, clean and store equipment on completion of work and close down a TGS/TMP
- Select a TCP to suit site conditions, traffic volumes and work activities, and adjust to suit the specific road environment
- Know the basic function of the TGS/TMP system
- Adapt to all work health and safety (WHS) and operational requirements
- Use the site/location assessment, distinguish topographical landmarks and carry out authorised risk control
- Conduct an onsite check of a TGS/TMP to identify any unexpected risks/hazards
- Plan for emergencies that may arise
- Ensure spacing between signs and traffic control devices is in line with a TGS/TMP
- Understand speed, environment, type and class of vehicles, traffic density, sight lines, environmental conditions, weather patterns and surface type
- Maintain traffic incident reports
- Monitor traffic controllers
- Stop/direct road users using a stop/slow bat and understand stopping sight distances
- Maintain traffic incident reports
- Understand the Traffic Guidance Schemes (TGSs) also known as Traffic Management Plans (TMPs) for the site
- Assess and respond to changes in the environment, for example traffic volumes, weather conditions, road conditions, Work Health and Safety (WHS) and operational requirements
- Carry out risk assessments for personal safety
- Participate in toolbox talks (specific to traffic control)
- Use communication methods and devices
- Conform to traffic control policy and procedures

- Must hold the unit 'CPCWHS1001 Prepare to work safely in the construction industry' or its equivalent unit (Accepted Course Codes and Names: CPCWHS1001 - Prepare to Work Safely in the Construction Industry OR CPCCOHS1001A - Work Safely in the Construction Industry) (A physical white card alone cannot be accepted as evidence, we require a Statement of Attainment (SOA) with the required unit of competency).
- Bring your own PPE (including steel capped boots, broad brimmed hat, eye protection, gloves, long pants and high visibility shirt / vest / jacket).

Learning Methods
The combined Traffic Controller 1 (TC1) and Traffic Management Implementer 1 (TMI 1) course will run over 3 days.
The first 2 days will focus on the theory aspects of the units with the 3rd day being dedicated to a simulated practical application/assessment.
POST COURSE REQUIREMENTS: within a 6-month period of completing the theoretical component of the course the student must complete:
Post course TC1 - log 20 hours of practical training experience on a live road, followed by a practical assessment (post completion of the 20 hours) being conducted in a live traffic scenario under supervision.
Post course TMI1– complete three different setups based on Traffic Management Plans and Traffic Guidance Schemes relevant to their working conditions in a live traffic scenario under supervision.
Practical experience requirements must be completed on declared Temporary Traffic Management Category 1 roads.
** Students may complete the practical experience in their own workplace if a worksite placement agreement has been made between CivilEdge and the Traffic Management Company.
**For students who are not currently working, CivilEdge will organise the practical placement.
PLEASE NOTE - In line with industry and licensing body requirements, all post-course placement hours and assessments must be completed within six (6) months of completing the theory component. Extensions are not available due to currency and regulatory requirements. If you experience genuine extenuating circumstances, you may request a Post Course Completion Review. You must provide valid evidence and, if approved, complete a supervised theory assessment at a cost of $200. Approval is not guaranteed. If approved, a final submission date will be agreed between you, the trainer, and management.
